Shri Shaktikanta Das, Revenue Secretary, Government of India underlined the objectives of a responsive taxpayer centric regime, combating cross border and domestic black money, sharing of information with other agencies among others. Delivering the Valedictory Address at the end of 31st Annual Conference of Principal Chief Commissioners, Principal Director Generals, Chief Commissioners and Director Generals of Income Tax, the Revenue Secretary Shri Das took note that the deliberations during the two day Conference have been gainful. Earlier summing-up the deliberations at the end of two day Annual Conference held on 25th and 26th May, 2015, Ms Anita Kapur, Chairperson CBDT said that the officers realize the need for keeping the taxpayer at the centre of all actions taken by the department. She stated that there have been several key take-aways from the deliberations held over two days. In particular, ideas on adding new taxpayers have been put forth along with ways to expeditiously redress the grievances of the taxpayers which are two of the thrust areas for this conference. The conclusions that have emerged from the conference will be further discussed in the CBDT and appropriate directions and guidelines will be issued.
On the second day of the Thirty First (31st) Annual Conference of Principal Chief Commissioners, Principal Director Generals, Chief Commissioners and Director Generals of Income Tax, the officers further deliberated on the thrust areas of the conference. The officers had a brain storming session on strategies to add new tax payers and steps to achieve the objective of a responsive and service centric tax regime. Further, they discussed matters relating to TDS monitoring and compliance, credible deterrence through effective penalty and prosecution, streamlining the appeal process at various levels of management of demand and recovery of taxes, assessment of charitable institutions among others.
A ‘Manual on Exchange of Information’ was also released by Member, CBDT.
During the course of the two day conference, the participants had the benefit of listening to eminent guest speakers, Shri Babasaheb Neelkanth Kalyani, CMD Bharat Forge Limited and Dr. Arvind Panagariya, Vice Chairman, NITI Aayog. In their address, both speakers focused on the critical role played by manufacturing sector in generating prosperity for the nation. Speaking on “Make in India – Implications on Indian Economy”, Shri Baba N. Kalyani underlined the importance of ‘import substitution’ and building of ‘domestic manufacturing capabilities’ in critical sectors. The subject of Dr. Arvind Panagariya’s discourse was “Why sustained rapid growth is necessary and what must be done about it?”. The theme of his talk was centered on the criticality of growth in improving the overall economic indices particularly for the sections of population below poverty line. He highlighted that growth in labour intensive manufacturing industry is necessary for providing employment to pull up large sections of the population towards prosperity.
The Conference ended with a vote of thanks proposed by the Principal Chief Commissioner of Income Tax, New Delhi.
